Signal vs WhatsApp vs Telegram: Which Is Actually More Private?

The Core Difference: Encryption By Default
Only two of them actually encrypt every conversation by default, and in 2026, that gap has stopped being a technicality. That distinction cuts straight to the heart of the privacy comparison.
Signal encrypts almost every aspect of the app—it doesn't just encrypt your messages, it encrypts your contacts list, your attachments, even the profile picture you upload. Signal messages and calls cannot be accessed by Signal or other third parties because they are always end-to-end encrypted, private, and secure.
WhatsApp has end-to-end encryption for message content in place, but that doesn't change the fact that Meta can build a remarkably detailed profile of its users without ever reading a single message.
Telegram, meanwhile, requires you to take action. Telegram does not offer default end-to-end encryption for all chats—only its Secret Chats use this level of protection, and you must enable them manually. Regular chats are stored on Telegram's servers and are encrypted only in transit, meaning that Telegram—and anyone with access to their servers—can read your messages unless you're using Secret Chats.
The Metadata Problem
End-to-end encryption protects the contents of your messages, but it says nothing about metadata—the invisible trail of who talks to whom, when, and how often. Despite WhatsApp's strong end-to-end encryption, agencies can bypass this by analyzing metadata to determine who is communicating with whom.
Signal stores virtually no metadata—when served with a court order, Signal could only hand over two data points: the account creation date and the last connection time. Even Signal's own servers can't see who's sending a message to whom—the sender information is transmitted in encrypted form.
WhatsApp collects extensive metadata—phone numbers, contact lists, device details, timestamps, IP addresses, group membership and behavioral signals—even though message content is end-to-end encrypted. Metadata in particular is shared with other Meta services. This is the real lever for building user profiles and powering Meta's advertising ecosystem.
Telegram retains substantial user data on its servers, including contacts, IP addresses, device information, and username changes over the past six months. In September 2024 Telegram updated its privacy policy to state it will hand over a user's IP address and phone number to authorities in response to valid legal requests, a major reversal from its earlier defiance.
Who Controls Your Data
Signal is a nonprofit. Signal remains the only mainstream messenger where the encryption protocol, the server code, and the organizational incentives all point in the same direction—no ads, no tracking, no metadata harvesting. Signal relies on donations and grants to maintain independence, which makes it vulnerable to financial instability compared to revenue-driven apps.
WhatsApp is owned by Meta. WhatsApp now belongs to Meta, and the concerns about data sharing have largely come true—data sharing with Meta is a reality.
Telegram is an independent company, but its founder Pavel Durov's 2024 arrest in France and subsequent policy shift signaled a change in stance. In August 2024, Telegram CEO Pavel Durov was detained in France as part of an investigation into criminal use of the platform, and following this, Telegram updated its terms of service to state that it would share users' IP addresses and phone numbers with law enforcement when presented with a valid legal order.
Open Source and Auditability
Signal is fully open source at both the client and server level, so if you don't trust the Signal Foundation's servers you can run your own. The Signal Protocol has been independently audited by security researchers, confirming the robustness of its encryption.
Both WhatsApp and Signal use the Signal Protocol, an open-source end-to-end encryption protocol originally developed by Open Whisper Systems (now the Signal Foundation) in 2013. However, WhatsApp uses the Signal Protocol for its own encryption—but the rest of WhatsApp's infrastructure is proprietary and closed.
Telegram's backend is closed-source—without public access to the server code, it's impossible to verify what happens to your data. While technically robust, MTProto has faced criticism because it's not open for full independent audits, unlike protocols used by apps like Signal.
The Trade-off: Convenience vs Privacy
Telegram's cloud-based model allows seamless synchronization across any number of devices with full chat history available on every platform instantly. This convenience comes at a cost: your messages live on Telegram's servers, encrypted only in transit.
Signal does not sync message history when linking a new device, a deliberate privacy measure. That means more privacy but less seamless device switching.
Meta reported WhatsApp passed 3 billion monthly active users in 2026, with Statista tracking it at 3 billion as of October 2025. Telegram crossed 1 billion monthly active users, founder Pavel Durov announced in March 2025. Signal trails far behind at roughly 70 million active users.
The Verdict
If the only question is which app is the most private by default, Signal wins clearly and by a wide margin: full encryption coverage, a documented case showing it has almost no data to hand over, and a nonprofit structure with no advertising.
However, privacy is only one part of the equation. You may use WhatsApp or Telegram because everyone is there, and keep Signal for the conversations that actually need protection. That pragmatic approach—using what your network actually uses for daily communication while reserving Signal for sensitive discussions—reflects how privacy actually works in practice.
The choice ultimately depends on your threat model. If you're a journalist, activist, or anyone who regularly discusses sensitive information, Signal's defaults make it the only honest choice. If you're balancing privacy against the reality that everyone you know uses WhatsApp, that's a legitimate trade-off to make consciously rather than by default. Telegram occupies a middle ground that requires manual action (Secret Chats) to achieve what Signal and WhatsApp do automatically—and it retains more data than either.
